Practice Areas: With over 10 years’ experience working for regulatory agencies of the State of Kansas, Ms. Bellquist now utilizes her government experience to defend licensed individuals and entities before their respective regulatory boards. Her practice includes appealing application denials, responding in investigations of complaints, negotiating settlement agreements, defending against allegations in formal disciplinary proceedings, and petitioning for judicial review of agency actions.
Ms. Bellquist has a thorough understanding of the Kansas Administrative Procedures Act and the Kansas Judicial Review Act. Having the experience as an insider in these governmental agencies, she has the unique practical advantage of having already-established relationships with agency personnel, as well as an understanding of the unwritten protocols and practices.
Ms. Bellquist has significant legal knowledge of the healthcare industry, having served as Assistant General Counsel for the Kansas Board of Healing Arts and focusing on healthcare in private practice. She has defended a multitude of physicians, chiropractors, and physician assistants in actions involving their licensure. Similarly, she regularly defends nurses before the Kansas State Board of Nursing and defends other healthcare providers before their respective administrative agencies.
Having served as General Counsel to the Office of the State Bank Commissioner, Ms. Bellquist worked closely with federal regulators who had overlapping regulatory authority, such as the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corporation, and the Federal Reserve Bank. Bringing that depth of experience to her private practice, she now offers consulting and defense services to regulated entities in the financial industry, including banks, trust companies, money transmitters, payday lenders, mortgage companies, and debt management companies.
Additionally, Ms. Bellquist’s regulatory defense practice includes defending attorneys responding to bar complaints, investigations, and disciplinary proceedings involving alleged violations of the Kansas Rules of Professional Conduct.
Admitted: Ms. Bellquist is admitted to practice before all Kansas state and federal courts, as well as all Missouri state courts. She is also admitted to practice before the Air Force Court of Criminal Appeals and the United States Court of Appeals for the Armed Forces.
Education: In 2002, Ms. Bellquist received her juris doctorate from the University of Kansas School of Law. While attending law school, Ms. Bellquist served as a Staff Editor and then as Business Manager for the Kansas Journal of Law & Public Policy. She received the CALI Excellence for the Future Award for Contracts. In 1999, Ms. Bellquist received her B.S. from Moorhead State University in Moorhead, Minnesota with dual majors of Criminal Justice and Paralegal Studies.
Professional History: After graduating law school, Ms. Bellquist began her career in private practice providing litigation defense services in civil matters. In 2004, she joined the Kansas Board of Healing Arts as Associate Counsel, where she prosecuted disciplinary cases against licensed healthcare professionals. She was subsequently promoted to Assistant General Counsel, serving alongside the General Counsel in advising the Board on adjudicative matters, drafting regulations, and board policies.
In 2008, Ms. Bellquist joined the Office of the State Bank Commissioner and a year later she was appointed as General Counsel. In that role, Ms. Bellquist was responsible for advising the Commissioner, Deputies and other staff on the state and federal banking, mortgage, and consumer credit laws and regulations. She was responsible for drafting statutory amendments, rules and regulations, and office policies. Ms. Bellquist also advised the agency on employment law issues.
Ms. Bellquist has over 13 years of dedicated service in the military. Her unique military experience allows her to defend active duty military members in all service branches with administrative and military justice matters.
Membership: Ms. Bellquist is a member for the American Bar Association, the Kansas Bar Association, the Missouri Bar Association, Kansas Women Attorneys Association, the Greater Kansas City Society of Healthcare Attorneys, the Topeka Bar Association, and the Women Attorneys Association of Topeka. She is a Barrister in the Sam A. Crow Inns of Court.
Certifications: In 2007, Ms. Bellquist received her attorney certification from the Federation of Associations of Regulatory Boards.
Bar and Community Involvement: Ms. Bellquist currently serves on the Board of Directors of the Topeka Bar Association and is a Past President of the Young Lawyers Division. In 2012, Ms. Bellquist received the Topeka Bar Association’s Outstanding Young Lawyer Award. She is Past President of the Women Attorneys Association of Topeka.
Special Notes: Ms. Bellquist currently holds the rank of Lieutenant Colonel with the Kansas Air National Guard Air Refueling Wing.
