A Kansas Standard Offense Report regarding the March 16th stop of Gene Suellentrop—the one document the Kansas Highway Patrol promised to disclose following the Kansas GOP leader’s DUI arrest—apparently does not exist. To better understand the standard practice in these types of criminal cases, Kansas City Star reporter Katie Bernard contacted Joseph, Hollander & Craft’s Casey Meek for clarity.

Meek, who has defended thousands of DUI cases, said that he cannot remember a case where officers did not prepare a standard offense report.  Meek said, “I honestly don’t know why they wouldn’t file an offense report, it doesn’t make sense.” While the lack of an offense report is highly unusual, Meek confirmed it likely would not impact a judge’s ruling or KHP’s investigation.
